A large number of law enforcement and security personnel have for long ignored their primary duites and rather become involved wioth happenings in the political sphere in Nigeria.

The motivating factor revolves around money, influence and greed, even though the authorities are fully aware of this unfortunate development.

Indeed, the chequered mindset of these set of professionals in uniform has resulted in a major set back in the unending battle to put a stop to insecurity in the land.

Sadly, over the years, nepotism, favoritism and mediocrity have ensured that unqualified persons infiltrate the law enforcement and security servcies.

This is reflected in the avoidable acts of commission and ommission in countless number of engagments whioch have defied all known procedures oif professional practice.

Note- The non-state actors at the center of violnet crimes in Nigeria today are all products of those who are obssessed with power. Those-in-Power ought to have a recipe to end the crimes against humanity.

The unabating and worrisome insecurity in several parts of Nigeria is a reflection of the incompetence and helplessness of leaders at all levels of government in Nigeria.
This assertion was made by an Ex-Officio of the Oyo State Council of the Trade Union Congress(TUC), Who is also a former chairman of the union in the state, Comrade Andrew Emelieze.
'The kidnappings, killings(for ritual purposes inclusive), bloodletting, and other violent crimes have all established the fact that Those-in-Charge of government at all levels are incompetent and helpless. They are either overwhelmed, helpless in handling the worrisome security situation, or covertly supporting the ugly situation. Man proposes God disposes,'' Comrade Emelieze noted.

Those in-Charge are increasingly having difficulties resolving the myriad of problems facilitated by their creations, which collectively have put distraught Nigerians in a precarious situation.
Without a doubt, the insecurity in the land is one among their several creations, that have over time defied any meaningful solution in the public domain, while killings, kidnappings, and armed robbery continue unabated.
Terrorists, over the weekend, attacked a United Nations humanitarian aid facility in Borno state, which has created an impression that the country is not humanitarian aid and investment-friendly.
774, 000 Nigerians who were engaged not long ago by Those-in-Charge are already protesting the non-payment of their N20,000 stipends.
Those-in-Charge have resorted to borrowing money from the Apex bank. This is an indication that ominous times are here. Nigerians are well informed.

It is not in dispute and contention that when killings, kidnappings, armed robberies, and violence characterize daily living, investments would be at zero levels.

Investors are now very suspicious and cautious.
Surprisingly those in charge at every level of government prefer to shield and protect the criminals who have committed heinous and grievous crimes against humanity, rather than do the same for helpless, defenseless, and grief-stricken citizens.
Indeed, happenings and unfolding events hinge the insecurity in the land to the selfish and evil interests of certain individuals.
Obviously, the criminals are the creation of those in charge and it is imperative that they are brought to justice, as the activities of the criminals have already started counting against the ''those who pay the piper.'' This, of course, would, in the long run, have a negative impact electorally.
Sadly, the high cost of living occasioned by the unfavorable policies of the government, ignorance, and insincerity, have prompted market men, women, and other traders to further trouble the disillusioned populace.
Consequent to the havoc wrecked by insecurity, it would be difficult, if not impossible for those in charge to deliver the dividends of democracy within their constitutionally stipulated tenure.
Interestingly, governance now thrives on lies, deceit, and propaganda.

It is a known fact that Law Enforcement Agencies now go about their primary functions with the able assistance of criminals.

This is a reflection of the sorry state of law enforcement in Nigeria, indeed most operatives hinge their functions on blackmail, frame ups and set ups of innocent citizens , to compensate for the absence of professionals.

In 2002, several rank and file of the Nigeria Police Force engaged in extra judicial killings. This prompted calls for psychiatric tests for serving and would be recruits to flush out drunks and criminals who had infiltrated the force. The situation remains the same in 2019.

Like the Russian roulette, the circle of corruption and inefficiency has continued to recur in the police force and usually making frantic moves to spin out every police officer that assume the position of Inspector General.

Insecurity is the order of the day all over Nigeria and Nigerians insist that the lack of political will by the government of the day to make the security agencies perform optimally has led to terrorism, kidnappings, killings and violence.

In this interview, the Founder, Spiritual Head and Grand Imam of Shafaudeen-in-Islam Worldwide, Prof. Sabitu Olagoke opines that workers and the security agents are not happy as a result of alck of motivation from government. Excerpts :

What do you think is the way out of the security challenges confronting Nigeria presently ?

The Nigerian Army recently submitted that the security issue most especially in the areas of where Boko Haram holds sway and others have been discovered to be sponsored by some influential people, whose identities are yet to be declared.

If the security challenges are not traced to the root, we will continue to grope in the world of darkness to achieve nothing.

Recently, also the Nigeria Customs Service and the Nigeria Immigration Service submitted that the Nigerian borders, most especially the Northern zones are very porous, making it impossible to control the movement of the areas in and outside Nigeria.

The President equally observed and admitted that the Acting Inspector General of Police is not growing fat because the security challenges are overwhelming.

In Zamfara state, government and Emirs are looking for alternatives to vigilantes for the security measures to be more effective.

The whole scenario boils down to the fact that government needs to be decisive in taking action against any form of injustice and violation of the rule of law, through the following mitigation for eradication measures :

One, There is shortage of personnel in each of the units or departments constituting our agencies, the Nigeria Army, Air Force, Navy and their likes gives us the statistics of what a dependable unit should constitute against international standards expected with regards to the ratio of the personnel/population.

Where there is deficiency , government needs to do the needful in the areas of recruitment, equipment and adequate capacity building through the modern day techniques in line with global best practices.

The issue of state police may equally be revisited to be able to stop the continued killings in almost all states of the federation, with particular emphasis on the troubled regions.

This will equally mean the need for adequate funding.

A recent revelation by Dr. Sidi Mohammed that while soldiers who are at the battle field with the Boko Haram terrorists receive N1,000 daily , the terrorists mere participation guarantees each of them $3,000 on a daily basis, although the Army did not feel good about this observation.

Generally in Nigeria, workers are not happy including the security agents because of lack motivation from government.

For Nigeria to break even in the areas of restoration of peace, there must be a downward review of the remuneration of the political class, as well as cutting down the size of the entourage and cabinet crew for the money to be diverted for the procurement of necessary equipment, prompt payment of salaries of workers, job creation and opportunities, most especially for the youth who have already become puns in the hands of politicians and as useful tools for violence and other diabolic e acts in the hands of the enemies of the state.

Once the cost of governance is reduced and merit becomes sacrosanct in the labor market, restoration of our core values based on peace, honesty and integrity will naturally return to address the issue of insecurity. This will make the concept of keeping good neighborliness become a realizable message of hope.

Once we are able to achieve attitudinal adjustment, security agents would have less to do because good citizenry would have created a conscious awareness that everybody is a stakeholder in the quest to maintain the peace.

Keeping of the justice system and equality of access for an inclusive society will accelerate the pace of development , that would be sustainable to create a conducive atmosphere for good interpersonal relationship.

Nigerians will on Saturday go to their various polling units to vote for candidates of their choice in the Governorship and State Houses of Assembly elections.

Although the Independent National Electoral Commission(INEC) and the security agencies have assured Nigerians that the elections would be free, fair, credible, devoid of violence and killings, as was the case in the Presidential and National Assembly elections, the electorate are taking this assurance with a pinch of salt, just as they rest their hopes on God.

In this interview with Federationews2day, the Founder, Spiritual Head and Grand Imam of Shafaudeen-in-Islam Worldwide, Prof, Sabitu Olagoke appeals to INEC and the security agencies not to subvert the electoral process, while asserting that voters should be given the free will to vote for candidates of their choice without regard to any overbearing influence. Excerpts :

What are your words to the electorate as they prepare to vote for candidates of their choice in the Governorship and State Houses of Assembly elections  on Saturday ?

Firstly, let's talk about the lessons that have been learnt from the outcome of the Presidential and National Assembly elections, which serves as a warning to the politicians in general and those elected into various offices to serve, that performance matters most, most especially in the area of service to humanity, which places emphasis on the electorate and the environment.

The failure to recognize this fact and meditate on it, was majorly responsible for the fall of some erstwhile political giants and their political parties at the polls. For example, after eight years in office, some state Governors fell by the way side, in their bid to get to the Senate. Those who did not fall, have been seen to be unpopular among the people.

This answers the questions that disturbs the mind, on their questionable success.

For the Governorship and State Houses of Assembly elections, two episodes will play out, some will be voted for, by virtue of their credentials of credibility, even when the party is not liked and some will be voted for through party leanings, even when the substance of credibility is lacking in the candidates. Whatever way it occurs, Nigerians must be very careful not to lose their heads out of unnecessary passion.

So, we must not turn the situation into that of violence, because according to Gen. Abdulsalam Abubakar(rtd) Nigerians must embrace peace.

It should be noted that none of the politicians, the electorate will vote for, including their children would be affected, if the unexpected happens; rather the masses who constitute the majority of the electorate, would kill themselves, without any hope for compensation.

Nigeria must not play the fool of the tower of Babel, which was built with rigour and vigour, but got destroyed without the completion of the project, due to skirmishes, a fall out of disorganized information system and communication lag.

The Independent National Electoral Commission(INEC) must not be bought over for posterity sake, while the commission must retain its role as a credible umpire.

The issue of logistics and functionality of the Smart Card Readers(SCR)ought to have been resolved before the day of election, which is March 9, 2019.

The Ad Hoc staff hired by INEC must not be late in reporting to the various polling units and they must not be compromised.

In the case of the Observers, local and international, on ground for the election, Nigerians should take care not to wash their dirty linens in the open glare of the international community.

For the security agents who will protect the electorate, INEC staff and Ad Hoc staff, they must display a high level of maturity and professionalism.

They must be able to disarm trouble makers without the use of firearms. They must be able to provide adequate security at the various polling units, while also ensuring the safety of electoral materials and the offices of INEC.

Politicians have continually embarrassed their followers and supporters through the buying and selling of votes.

The implication of this ugly practice, is that our children may now imbibe pilfering as a culture, while also embracing examination malpractice as a way of life. 

We must not forget that the mirror image of the society, which we are bastardizing through ungodly acts is a fall out of our attitudinal challenges, which is already having a direct effect on the psyche of the youth !

Is it not paradoxically funny that the political scientists continue to remain as fathers of politics in the Ivory Towers, even though they have failed to produce exceptional politicians for the society.

This is a direct challenge to the functionality of our educational status.

Above all, voters must not be harassed, intimidate, threatened or misled into voting against their conscience.

What should be of paramount importance to Nigerians today, is credible leadership and good governance, which can only emerge through voting according to the dictates of the voters' conscience and the fact that the votes must count.

My appeal therefore to Nigerians, is to give peace a chance, so that we can turn our various communities into environments of peace, where justice, equity peace and development shall be paramount in the minds of the emerging leaders for the states, whose activities in government shall be people oriented.

Rivers state Governor, Mr. Nyesome Wike has declared that Nigerians have began to lose confidence in public officers and public institutions.

Mr. Wike who made this declaration when  the new Commissioner of Police in the  State,Mr Usman Belel, paid him a courtesy call, appealed to  the police to improve on their performance .

“People are beginning to lose confidence in public institutions in the country. I believe that as the new police commissioner, you will work for the confidence in the police to return”.

The Aare Kakanfo of Yorubaland, Aare Gani Adams has asserted private security could only thrive when Governors in the 36 states of the Federation and other stakeholders provide necessary support and cooperation.

Aare Adams made this assertion in during an  interview session in a private radio station in the South West Geo-Political zone of Nigeria.

'' Private security organizations can only succeed when state Governors, Traditional Rulers, Landlords and Tenants Associations and other stakeholders in the security sector support and cooperate with the private security organizations '', he stated.

He also lamented that in saner climes such as South Africa, the Government encouraged and supported private security inititiatives, adding ''that is why the crime rate there is under control. But here , the Police want  private security organizatons to  become community police and the police is not ready to give them anything. In South Africa, private security organizatons assist the police in intelligence gathering and they are compensated with 10 per cent of what the police earn''.

''Communities who engage members of the Oodua Peoples Congress pay them peanuts. The service conditions of private security guards are not well coordinated. As Aare Onakakanfo, I have to consult widely before I take decisions. Nobody can take decisions alone''.

''The Army, Navy, Airforce, Directorate of State Security  and other security agencies are in place to address the herdsmen issue. I am now a statesman, it is their responsibility. When your status changes, you have to exhibit behaviour in line with your new status, if not, you wll run into trouble'', Aare Adams noted.

He also called on President Muhammadu Buhari  to without delay implement the 2014  National conference report, as a step towards addressing the country's challenges.

''About 496 delegates participated in th 2014 National conference and former President Goodluck Jonathan did not waste money on the national conference, however, it would be a waste of financial resources if President Buhari does not implement the report, even if he implements 70 per cent of the recommendations, it is alright, Nigerians are not saying he should implement everything'', Aare Adams concluded

In July 2005, the then Inspector General of Police Mr. Sunday Ehindero put in place committee to investigate the circumstances that led to the alleged killing of five Igbo traders and their female friend by some policemen at the Apo  mechanic village, Abuja on June 7 of the same year.

However, the committee was  headed by, Mike Okiro, then a Deputy Inspector General  of Police was dissolved by the then President, Chief Olusegun Obasanjo.

The President hinged his decision on the fact that the Police could not be a Judge in its own case. In addition, the President's action was predicated on the testimonies of a  photographer, hired by the Police in the Federal Capital Territory(FCT) to take photographs of the lifeless bodies of the six Nigerians sent to their untimely graves. 

The photographer confessed that the police were responsible for the crime, as he stated that he saw the police bring guns and placed  by the side of the corpses of the six, to make them look like armed robbers, after which, the police ordered him to take their photographs.

The photographer further stated that, he could not believe his eyes, when he saw the Commissioner of Police of the Command, explaining to Nigerians that those killed were armed robbers, while making particular reference to the photographs. Such instances abound till today.

This development emboldened the President to put a stop to the Police investigation, to avert a situation whereby the outcome of the investigation would favour the Police.

Without hesitation, the President set up a Judicial Commission  of Inquiry to find out how the six were killed and the role of the police in the incident. 

Nigerians now realized that the action of the President, was an indication that he lacked confidence in the competence of  Ehindero, as Inspector General of Police.

Complainants are converted to accused persons at Police stations, when money exchange hands, just as criminals boast of their cordial relationships with compromised officers and rank and file of the force.

Corruption and inefficiency have become recurring decimals in the Nigeria Police Force, this has affected almost all senior officers, who have occupied the position OF inspector General OF Police.

In this dispensation, Nigerians heaved a sigh of relief, when Ibrahim Idris assumed office as the Police Boss. They thought that they would soon begin to sleep with their two eyes closed This is not the situation, considering the manner the Police has handled the  Senator Dino Melaye case.

Sadly, for several years, there has been a disconnect between the IGP's office and the 36 state commands. This informed the establishment of special task forces by successive Inspectors General of Police to tackle crime nationwide.

Accusation of deprivation of funds and counter accusation of mismanagement of funds have characterized the relationship between the IGP's  office and the 36 state Police Commands.

Indeed, on issues bothering on corruption, the Police cannot be a Judge in its own case. The Economic and Financial Crimes Commission(EFCC) is an anti-graft agency, with a number of policemen involved.

Indeed, the question of funding of the police still remains in the circle of administrative bottlenecks and the late release of funds by the Federal Government. Sabotage is now the order of the day. The insecurity in land addresses the question.

Of worry, is the communication lag between the office of the IGP and the Police Service Commission(PSC). The PSC is  not responsible for the appointment of the IGP.

Successive occupants of the IGP's seat have always been suspicious of any suggestion or advice emanating from  the commission.

Interestingly, some state governments, which are vigorously agitating for the establishment of state police, have taken advantage of the insecurity in the land.

However, state police cannot fly, in an environment filled with political office holders bereft of ideology and principles.

Nigerians should not be deceived by the activities of some selfish and greed-driven citizens, who continuously discredit the present  centralization of the  police structure, in favour of sectional interests and design.

Adolf Hitler labelled the extermination of the Jews in Europe, '' the final solution'', while the military dictatorship in Argentina which embarked on an unprecedented killing of its citizens code named same ''The process of National Integration''.

The activities of insurgents and armed  herdsmen which have claimed thousands of livers are similar to the above mentioned/

Between 1976 and 1983 millions of citizens lost their lives in Argentina. Death squads operating under secret circumstance and the cover of the state murdered about 11, 000 people, which are now described as ''The Disappeared''.

Two million people escaped persecution, while hundreds of babies born to ''The Disappeared'', were either sold, bartered or murdered.

Indeed, happenings in several states of Nigeria, including Benue, Taraba, Plateau, Kogi, Nasarawa and Kaduna, indicate that government is fully aware of the insecurity, even as the killings continue. This calls for concern.

On March, 23, 1976, General Jourge Videla, Head of the Argentine Army overthrew the government of Isabelita Peron, a former night club dancer. No civilian government had completed its tenure, excerpt for Juan Peron's first term in office.

General Videla hinged his action on the chronic inflation and high rate of unemployment that trailed Isabelita's government.

However, in Nigeria, a retired Army General calls the shots, even though the country still experiences symptoms of economic recession, mass unemployment, corruption and insecurity.

The Ejecrcito Revolcionario del Pueblo(ERP) and the Montotneros, took to kidnapping and killings. This plunged Argentina into crisis, in Nigeria, kidnapping and killings have gone on unabated. Political pundits put the blame at the door step of the present administration.

Nigerians are worried that the government has done nothing noticeable to ensure that the country does not slip into anarchy.

In 2009, the Defense Minister of Madagascar, Cecile Manorantha resigned  her appointment on the grounds that she  would not continue to be a part of a government that kills its people.

Also, the people of Madagascar vigorously opposed the attempts by President Marc Ravalomanana to lease one million acres of their land in the South of the country to a Korean firm, Daewoo for intensive farming/ The people have deep ties with their land and consequently view the President's action as a betrayal.

The same scenario is playing out in Nigeria.

The insecurity in the land has made foreign investment impossible, while  the disenfranchised and poor majority look in the gloomy future for reprieve.
